220-6  Coverage or Access to Coverage Under a State Employee’s Group Health Plan

Previous Policy

If a child is either covered by or has access to coverage under a state employee’s group health plan due to a parent’s or legal guardian’s employment with the state, the child is not eligible to enroll in CHIP.  The parent or guardian must be eligible for benefits.

If a parent or legal guardian of a child enrolled on CHIP begins employment with the state, and is eligible to enroll on the group health plan, the child is no longer eligible for enrollment on CHIP. Close the CHIP case, or remove the child.  Provide the child/parent 10-day notice of the closure.

Note:  A state employee offered health insurance through the state's group health plan is considered to have access to affordable health insurance.  A person is a state employee if they receive a pay check from the State of Utah.  School District employees are not considered state employees.
